my efforts are to care for your environment people can walk here. this is the kind of return on our environment it is changing the world focus >> thank you for your effort (clapping.) good evening. i'm lee avenue i'm a third jashgs resident from bayview hunter point. about four and a half years it was fund by department of the environment. it's designed to help low income homeowners reduce their electricity bills and provide volunteers with hands on green job training to help them more marbleable in the workforce. they wanted someone from the bayview hunter point to help them. the goals was 10 homes in one year. one of my first clients has been crucial to the success of this program. she encompass around city hall waving her $4 bill and letting everyone or everyone know the benefits. over the past years her effort has helped us install over 1 point and 64 solar pages it's $3.3 million in energy savings that 26 thousands of hours of job training and over 10 thousand emissions prevented in the environment. we provided the largest solar providing 13 ho

i am rich chin with the department of the environment and manage the greenfinancesf program. i have been here in the past and wanted to speak on behalf of the program on this exciting next phase for the program. i think chair farrell's comments covered the gist of how we got to where we are now pretty well so i will skip over the things i was going to say. quickly just how the pace program is envisioned to work is interested property owners work directly with private contractors and apply for financing. the program reviews the application and either approves or denies on specific under writing criteria and usually property criteria and mortgage and tax payment history, the equity and property value. if the funds are dispersed for the work and the current property owner pays installment on the regular property tax bill. to be successful the program must be easy to understand for the consumer. and so we're lucky that we're in this situation now after hitting a roadblock a few years ago with the agency. the governor put funds aside to mitigate any risk to fannie and freddie so w

well, so full build out benefits many for many, many reasons and health and safety and for others the environment. i wanted to say that the budget analyst made some suggestions of having the mta, and i think it was said there are already efforts to come back to not only the mta's board but the board of supervisors with a progress reports. i think there is a recommendation from the 2011 controller's report on a number of those items and i am guessing those are already being analyzed and lookinga at reports and the budget analyst reported to us from the recommendation and six month report backs to the budget committee on progress, and my hope even from the five years ago from the bicycle plan from 2008 i think it was even goal number eight aggressively increasing funding for bicycling is something that the city has not lived up to, so my hope out of this discussion and even for the mta to have better tracking and some of the other suggestions that we get a better bang for our existing buck and that we are looking at strategically improving our spending so that we can truly be a bike friendly city s
